The Problem

The Katz Dog Park is an incredible community resource, and the DeKalb Park District does an amazing job keeping it clean, safe, and sheltered during spring, summer, and fall. However, each winter the temporary nylon shelter roofing is removed, leaving dog owners completely exposed to the elements at a critical time.

Winter can be the most dangerous time to exercise your dog. Without access to the dog park, people are forced to walk their dogs on leash in cold, often icy conditions. This puts people at risk of falling—especially seniors—and makes many community members reluctant to bring themselves or their dogs out, cutting off months of safe outdoor exercise and social connection.

PETITION TO THE DEKALB PARK DISTRICT

Winterize the Katz Dog Park Shelter

We, the residents and dog-park users of DeKalb, respectfully request the winterization of the existing shelter at Katz Dog Park to make it usable, safe, and comfortable throughout the colder months.

Why This Matters

DeKalb winters are long and harsh. Our dogs still need exercise, and the dog park remains an essential community space for:

  • Physical activity
  • Social connection
  • Mental well-being
  • Safe off-leash recreation

Right now, the open shelter provides no protection from wind, cold, or snow, leaving many community members unable to use the park for months at a time.

Proposed Improvements

  1. Replace the current removable nylon roof with a permanent, weather-rated roof structure so the shelter remains usable year-round and does not need to be taken down for winter.
  2. Clear vinyl wind panels on three sides.
  3. Outdoor-rated infrared heaters mounted overhead.
  4. Basic electrical upgrades.

These upgrades are modest, practical, and designed to make the shelter comfortable for year-round community use.

Our Request

We respectfully ask the Park District to:

  • Explore the feasibility of shelter winterization
  • Collect quotes from local contractors
  • Consider this project for upcoming capital planning
  • Support year-round dog-park access for all residents

Community Impact

When dog owners have a warm, protected place to supervise their pets in winter, the entire community benefits. Dogs maintain year-round exercise and socialization opportunities, residents build stronger neighborhood connections, and our public spaces remain vibrant and active throughout all seasons.
